This account is POP3. Reproducible: Always
Did you only copy the "INBOX" file?

no, all the folder content, and infox folder is one of them. And another subfolder like inbox.sbd, but all the sulfolders are empty.
Put only the extension-less files like Inbox, Sent etc. in the new account's folder. Or try to delete the index files (*.msf, shutdown TB before).
