With download tabs activated, downloads open in a tab instead of a window.
When the extensions window is opened, and is on top of all other windows, and
the downloads tab is opened, it becomes a window, and not a tab.


Reproducible: Always

Steps to Reproduce:
1. Set download manager to use a tab.
2. Open Tools->Extensions
3. Open Tools->Downloads

Actual Results:  
Download window opened.

Expected Results:  
Tab should have opened in background.

There's no (built-in) option to make the Download Manager a tab. Assuming it's
an extension, please contact its author. -> invalid.
