I have a file on my hard drive named "Росавиакосмос - Публикации.htm". If I
drag-and-drop this file into Firefox, I get an Alert that says "The file
/E:/Brian/HTML/????????????? - ??????????.htm cannot be found. Please check the
location and try again." If I use File | Open File, I get an Alert that says
"The file /E:/Brian/HTML/_____________ - __________.htm cannot be found. Please
check the location and try again."

Reproducible: Always

Steps to Reproduce:
1. Name a file with some Cyrillic letters (probably any Unicode will do, I'm
guessing).
2. Try to open it in Firefox.

Actual Results:  
Firefox can't open the file; apparently it replaces Unicode characters with
question marks or underscores somewhere, and whaddya know, that new filename
doesn't exist.

Expected Results:  
Firefox should open the file.
