tabs doesn't appear when opening a tab in a popup-window without toolbars.

When you are in a window without toolbars (address bar etc.) like popup-windows.
And you try to open a link in a tab (right click -> Open in new tab) the
tabs-toolbar doesn't appear but when you close the window, it does say that
there are more tabs.
Reproducible: Always
Steps to Reproduce:
1. Find an anoying popup
2. Right click on the ad/link and press Open in new tab
3. Look, the tab-toolbar doesn't appear!
Actual Results:
Basicly... Nothing, You still see the normal page like nothing happend, But the
tab is there, its only hidden
Expected Results:
show the tab-toolbar to go to the other tab
