There are various problems with searching for flags, now; the biggest problem
probably being that you have to use the Boolean Charts and it's confusing what
the results are supposed to be.

I propose that we have a section of the query.cgi UI (or perhaps an enhancement
to requests.cgi) devoted to flags. I'm currently thinking it would look
something like this:

Where one specific flag:
On [a bug / an attachment / a bug or an attachment]
With the name: [             ]
Is set to: [+/-/?] with requestee: [            ]

I'd also like to request the ability to search for inactive flags.  But this may not be required if bug 319480 is addressed.
