We should clearly state what is acceptable when someone goes to post a comment.

i think, only viewable character, i.e.

and line endings should be accepted.

if the comment contains other character, should indicate to the commenter with posted comment.
Can we also discourage comments about browser version incompatibility? Half of the inappropriate comments I see are "Me too, does not install in FF1.5 for me either" when the description clearly states that it's only compatible with FF1.0.  

Perhaps more visual emphasis can be given to the version compatibility note in the description.

Those are already disallowed.  Flag them, and they'll get removed.
