The Bookmark Manager must be filled with as many bookmarks/folders (e.g. to have
several pages of bookmarks/folder) to allow the person testing the issue to
execute all necessary steps for the issue to occur.

Steps to reproduce:
1. start by dragging an item (bookmark/folder) from the head of the list to the
bottom of the list
2. while the list is scrolling, before the scrolling ends (by reaching the
bottom of the bookmarks list), click the right mouse button to show the context menu
3. after reaching the bottom of the list, scroll up the list; after releasing
the scrool bar/key used to scroll, the list will scroll back to the bottom, no
matter what

This works by dragging the bookmark/folder from the bottom to the head of the
list. By right clicking during the dragging operation, the Bookmark Manager will
always scroll back to the beggining of the list.
The only solution I've found for fixing this issue is reopening the Bookmark
Manager.
