Steps to reproduce:
1- Load any bugfile
2- The "testcase" flag select is one of many selects under Flags
3- Click the Help link for Flags

Actual results: the meaning and purpose of testcase flag is not explained at the
provided URL

Expected results: the meaning and purpose of testcase flag is explained at
flag-help.html

Note: I chose version 2.19.1 but currently it is 2.19.1+
