I used a Japanese (Kanji) username in Windows and did not understand why FireFox
would not start until I logged in with a different account and found that it
worked. Since I was running with a nearly clean installation of Windows at the
time I can`t think of any other reason than the username.

Reproducible: Always

Steps to Reproduce:
1. Make windows account with Kanji username (ok 0. install Japanese lang. support)
2. Log in w/ said account
3. Try to start firefox (or thunderbird)

Actual Results:  
exactly nothing. Cursor indicates "working" for maybe 5-10 seconds on first
attempt and about 1/3 sec on perpetual attempts.
