The master passwords is persisted across installs because it is stored in your profile, which is independent of the program installation so that upgrades and reinstalls don't cause you to lose your data. This bug report is therefore invalid. Please see http://kb.mozillazine.org/Master_password for information on how to reset your master password, or use the support options listed at http://www.mozilla.org/support/firefox/ .
