The rich text editor menu is not present when i compose new mails in Hotmail.I 
tried Internet Explorer and the menu was there .

Steps to Reproduce:
1.Login to Hotmail.
2.Click on New Messages
3.Click on Tools.

Actual Results:  
There is no button to enable the Rich text editor

Expected Results:  
There should be a button to enable the Rich text editor.
