When a download is taking place and the last window of the browser is closed, a
dialog appears warning that the download will be cancelled.  However, the OS X
version of Firefox thankfully doesn't exit when the last window is closed, so
the download is not cancelled.  The net result of all this is that the dialog
that appears unduly worries (and misleads!) the user.

Reproducible: Always

Steps to Reproduce:
1. Start a download
2. Close all Firefox windows
3. Dialog (incorrectly) appears.  Click to cancel downloads.
4. Open download manager.  Download (correctly) is still going.


Expected Results:  
Dialog should not appear to warn user, since downloads will not be terminated.
