304774 - "Save all files to this folder" no longer works

.dmg files cannot be automatically downloaded when download preferences are set
to automatically download files to the desktop. There is also no way to input
user preferred file handling of this file type into the Download Actions manager. 

When attempting to download a .dmg file, the user is presented with the 'What
should deer park do with this file type?' However the only option the user is
given is to save the file to disk. There is no way to further manage the file
type. IE. The options to 'do this automatically from now on' and 'open with' are
disabled.

This occurs with Deer Park from both the trunk and the branch.

Steps to reproduce: 
1) Go to Tools->Options->Downloads, under "Download Folder", select "Save all
files to this folder", then select "Desktop" from the dropdown.
2) Go to getfirefox.com
3) Click "Download Now"

Expected results:
File is downloaded to your desktop

Actual results:
Dialog asking you whether you want to Save or Open the file

This is the same behaviour as 1.0.6.  Not a blocker.  Ideally we wouldn't hit
this, but its a byproduct of downloading executable files.

Talked with people on #firefox this is a dupe of 270736, there is also Bug
292478 'Download manager should skip 'choose action' prompt for EXE files'
