An extension seemed to install fine from xpi. It shows up in the list of
extensions, and it gets placed in the user's profile folder.

However, the overlays don't take effect after restarting ff, and manually
loading the chrome results in an error: "No chrome package registered..."

Reproducible: Always

Steps to Reproduce:
1. install xpi

Actual Results:  
extension shows up in extension manager, but overlays don't work and ff reports
that chrome package is not registered.

Expected Results:  
extension overlays should add menu items, etc. chrome should load.
