Steps to reproduce:
1. Without Acrobat installed, click a link to a PDF.

Result: I get a dialog with options "Open with: [Choose...]" and "Save".

Expected: There should be some way for me to search for plugins that handle this
mime type or extension.  It could be integrated with the Plugin Finder Service.
Windows has something similar, I believe they label it as "search a web service"
or such.  Privacy is one concern, and the question is will users actually use it
(I would call that a advanced user feature unless we can make a nice simple UI
around it).
