304925 - Change tooltip for feeds icon from 'View this page's feeds' when there is only one feed

Hovering over the live feeds icon in the location bar shows the tooltip 'View
this page's feeds' even when the page has only one feed.

When the page has only one feed, clicking the icon does not cause a list of the
page's feeds to come up, but instead causes the current window to navigate to
the page's only feed.  Therefore the tooltip needs to be changed.

Reproducible: Always

Steps to Reproduce:
1. Go to http://www.planet-php.net/ which has only one feed
2. Hover over the feeds icon


Actual Results:  
Tooltip 'View this page's feeds'

Expected Results:  
Tooltip should indicate that you will actually be taken to the feed when
clicking the icon.

Suggestion: 'Open this page's live feed'

This bug is very much related to bug 304807 though this is more trivial.
