The secuirty option Allow Web Sites to install software was disabled.

This causes the update to freese up when it gets to the download point.

No point checking for updates if this is disabled or at least only check and
inform user cannot download and install updates until Allow Web Sites to install
software is enabled and provide user with the option of manaully downloading and
installing.

I call it a Major problem down lower due to the fact it might cause users not to
get required updates.  The error is a minor one to fix but a major one for
getting security updates installed.

I guess all OS's because I guess this is all coded the one way.

Reproducible: Always

Steps to Reproduce:
1. There needs to be a update to a Extention
 Simple way to get this install a old version of something
2. Untick tools-options-Web Features-Allow Web Sites To Install software
3. Start the Update Program the normal way Let is scan
4. Click next if update are here leave them selected and click next and watch it
hang.

Actual Results:  
Window Stop and do nothing bar sit there and have to be killed because it will
never complete.

Expected Results:  
Some kind of message tell user about problem even providing user with the urls
to manually download and manually install.

There sould be a nice way to cancel the window as well when its downloading.
