Details
When I download a plugin with PFS after clicking the information bar for a missing plugin, Firefox should start downloading the plugin while I read its license agreement, so I don't have to wait as long for the download.

No. You are supposed to read it first. Its a requirement for pretty much any program. Its more of a legal issue.

I'm not asking for Firefox to install the plugin while I read the license agreement, just download it.

You shouldn't be forced to download something you might disagree with using. In fact, you shouldn't even be able to download something you disagree with using. :) Another reason why it's bad: what if you have limited traffic? It's uncommon nowadays, but still.

Paul, this isn't your call to make. It certainly isn't INVALID.

I don't think we're likely to be optimizing this process at this point.
