If the site that is the source for an image used on a button is blocked, the
image is not displayed, which is correct.  But, the alternate text is also not
displayed.  This may make navigating the site impossible.  But the user has no
indication as to why.

Reproducible: Always

Steps to Reproduce:
1.block images from akamai.net
2.go to https://etrade.com
3.observe that there are no navigation links/icons and no alternate text

Actual Results:  
Can't see any buttons or navigation links

Expected Results:  
The images from, e.g. akamai.net, should be blocked, but the alternate text
should be displayed so that the site can be navigated.
