When a page is scrolled down and a new tab is opened (CMD+click link), the
vertical scroll bar on new tab remains in the same place (part way down the
page) yet the page displays correctly from the top. Clicking on the scroll bar
then resets the scrollbar to its correct position.

Reproducible: Always

Steps to Reproduce:
1.Open a web page long enough that requires a vertical scrollbar and contains a
link.
2.Scroll down partway through the page.
3.Using tabbed browsing, CMD+click link to open new page in new tab.

Actual Results:  
Vertical scrollbar in new tab is in the wrong position, partway down the page,
even though page is displayed from the top.

Expected Results:  
Scrollbar in new tab should reflect correct size and be positioned at the top.
