305308 - Download manager list does not scroll when using Keyboard navigation

Open the download manager then focus one of the downloaded items (click or use
the arrows). If you try to scroll with the arrows, it will _only_ move the focus
on the next/previous download item but it won't scroll the download list when 
the focused item is not visible.
This makes the keyboard navigation broken in this component.
The same bug affects the Extension/Theme manager.

Reproducible: Always

Steps to Reproduce:
1.Fill the download manager with some items if the download list is empty.
2.Resize the download manager window untill the vertical scrollbar is visible.
3.Focus one of the downloaded items
4.Try to focus one of the hidden items in the download manager

Actual Results:  
the list should scroll when navigating with the keyboard

Expected Results:  
The list does not scroll
