Steps to reproduce:

Click on Help -> About SeaMonkey from the menu.

What happens:

A new browser window is opened with "about:" as its contents.

What should happen:
ddAssuming that the current view shouldn't be replaced (as if you'd entered
"about:" as a new URL), then a new browser *tab* (not window) should be opened.

If I've set "A new tab in the current window" as my browser preference for all
links, the menu item should not be disregarding it.ruoy
(There was an odd issue with my cursor disappearing as I entered the
description.  Just ignore the extra characters - I hadn't realized I'd left them
there as I was trying to diagnose the problem.)
