Thunderbird 1.0.6 will not apply a label to a message using mail filters.

Reproducible: Always

Steps to Reproduce:
1. Open an email.
2. Expand headers using the + sign.
3. Right-click on the sender in the "From:" field and select "Create Filter from
Message..."
4. When the message opens, the filtering criteria will be: "Match any of the
following" + "Sender" + "is" + [sender from email].  Uncheck "Move to folder",
check "Label the message", and make sure that "Important" is selected.
5.  Click OK.
6.  Go to "Tools" -> "Run Filters on Folder"


Actual Results:  
Nothing happens.

Expected Results:  
Should have labeled email as "Important".
