Seen on Windows Thunderbird 2005-08-23-05-mozilla1.8'

-Migrate or create a new profile 
-Go to Tools | Account Settings
-Click on various accounts and subpanels

Tested results:
The only panel accessible is the Server Settings for the first account.  And it
is unusable because any changes made there don't take when Okay is clicked.

Expected results:
A fully functional Account Settings window. Changes are taken when Okay is clicked

no it's not, browser.preferences.animateFadeIn is false.
If it's set to true, the option window is blank, but this does not affect the
account settings window.

bug #305288 is fixed but account settings are stil broken

This regression was caused by Bug #292731 and not the global window change.

Brendan just checked in an addition change for 292731 and I've verified that his
change does indeed make account settings work again. 

8/25 builds should be good to go.
