Per discussions today, it doesn't appear that this prompt api makes any sense
here and isn't used by anyone except in FE code, so it really belongs in FE code.

If this was going to be removed then it should have been removed a long time ago since now there are several apps that use it and it isn't causing any harm afaik.

Resolving -> wontfix but if someone gets the Firefox, Thunderbird, SeaMonkey, and Sunbird apps fixed so they don't use this then I will gladly remove it.
