The website:
http://weberg.0catch.com/
can open a windows also with all javascript checkbox disabled.

Reproducible: Always

Steps to Reproduce:
1.disable all the javascript checkbox
2.open website http://weberg.0catch.com/
3.
Actual Results:
you see the windows over the page.
It disappear in some seconds.

Expected Results:
no windows or pupup can show up
works for me. With JS on the popup blocker catches a popup, with JS off I get
nothing.

If you see this again please work with the mozillaZine web forums to capture and
narrow down the exact cause. It's possible I'm getting a different ad rotation
than you saw, but without having a captured copy there's no way to know.

Reloaded a few more times... with Javascript *ON* I did get a floating div --
looked like a popup, but was actually an image floating above the rest of the
content. It disappeared after a few seconds.

There's no way to stop that -- they aren't popups, and there's no real way to
distinguish the ones you don't want from legitimate uses of those parts of the
HTML/CSS specifications. As long as web content stays safely inside the browser
window then your beef is with the provider of that page of content -- authors
can be annoying or offensive in an endless variety of ways. Vote with your feet.
