mouse hovering over tabs will not move you to other tabs with middle wheel
navigation

Reproducible: Always

Steps to Reproduce:
1.open multiple tabs <Ctrl T>
2.hover mouse over any tab
3.middle wheel scrolling should move you between tabs
Actual Results:  
unable to navigate between tabs with middle wheel scrolling

Expected Results:  
move you bac and forward between tabs

Scrolling the mouse should not move you between tabs.
Some extensions provide that functionality.
