This is the bugzilla for Mozilla.org Products and not MS applications or do you
mean some kind of Webmail Access from OE ?
If yes : Attach a testcase (cia the "create new attachment" link in this bug).

This is for Webmail access frome OE... for example, when I check my school e-
mail and want to send a new email. I always have to use IE b/c I don't always
know the instructors e-mail, and with IE, you can click the To button to
search e-mail addresses.

Then we need a public testcase (for example saved page etc.).
But OWA is known the be broken because MS is using IE propertiery stuff.
Summary: can't click the To: button in an Outlook Experss new email form → can't click the To: button in an Outlook Express new email form
