errors 404.1 and 404.3 occur even after anon access is granted via IIS admin to
the root web site. This problem (naturally) doesn't occur in IE.

It's hard to say. Possibly also interface to IIS security, maybe?

It would help a bit to know the version of IIS you are using. 

Check to make sure that IE can log on if you change the authentication options
for the zone (local intranet) where localhost resides to _only_ use anonymous
authentication. If IE can still log on with only anonymous authentication, it is
our problem, but if it can't then it is a configuration problem.
