Details

whan trying to install an xpi package from a website that isn't in the "allowed
sites" list, the site doesn't give the option to allow the site at the top of
the page.

Steps to Reproduce:

1. go to http://www.extensionsmirror.nl/
2. make sure the site is not in the "allowed sites" for installing software.
3. try to install an xpi package

Actual Results:

Nothing happens.

Expected results:

a yellow bar shold apper at the top, with the "Allow site" option.
