The step 1 of a new bug submission "Step 1 - search for your bug" does not sort
the resulted list by date or has any other sorting conditions. It is hard and
not effective to use it for entering bugs of nightly builds.

This sounds like primarily a bmo issue, although it could be moved back if you
decide that some change needs to be made to Bugzilla core.
