If Arabic is written with diacritics (vowels a, i, u), it is rendered
separately. See حَيْفَا (Haifa).

Reproducible: Always



Expected Results:  
To glyph together.
Duplicate of bug 180112? Although that one is just for Win98 - people there are
reporting seeing it fine on Win 2000 and XP.

This also WFM on Mac.

I'm sorry, I have not found this. I've found only 260445, 240870, 268163,
273669, 301896, 260062, and 269527.
Duplicating to 180112. I'll add a note there about the OS.
