306163 - Make new background image of Mac diskimage localizable

Now that we finally got some official localized Mac builds, first thing I
noticed was the new background image. 
If this is shipped in English for all languages, it is most confusing to our
users. So this is what should be done:

1. The packaging process should pick up an existing "background.png" in
l10n/ab-CD/other-licenses/[firefox|thunderbird]
2. If no localized "background.png" exists, we should ship with a blank background
3. a template "background.png" should be provided where localizers can insert
their translation without too complicated PhotoShopping.

is about. It shows the German Thunderbird diskimage.

I just found bug 283598 and I like the idea of having a textless version
(provided in that bug) for all locales who do not want to add their text.
I do _not_ like the diagramatic background though, and I think many localizers
will agree on this. This is just plain confusing.

Well, I have to say that I don't agree this is the right way.
Especially, the people who are affected by this could've been asked about their
opinion, too. A mail to MLP-Staff for example would have been nice.

What's the problem with having this localizable?
Will it be more clear for users to display english version for l10n instead of
textless one?

Yes, the UI decision was that the diagram was clearer than the text in all
cases. It's a UI decision, not a l10n decision.

This won't be localizable in 1_8, the decision has already been made.  The
current backgrounds are temporary placeholders and will be replaced by new
textless artwork, see bug 283598.
