Steps to reproduce:
* Run mozilla
* Load http://my.netscape.com/
* Sit there.

For me, this chewed up CPU time and just sat there leaking.  The purify report
is at the URL above.

Gagan is investigating now.
Nominating for beta1.  This leaks well over a meg in mere minutes and just keeps
on going without any need for user interaction.  This wasn't the case in M14
(according to the user who reported it on #mozilla).

We lose a refcount in ImageConsumer somewhere... and I am trying to track down
