I am testing out some of my knowledge with html, and I noticed that the option
to have a fixed image in the background (bgproperties="fixed") works in
explorer, but not in mozilla firefox. (I gave the link to the page i am testing)
I tried finding this in the bugzilla list, but I didn't see any, I would guess
this sort of thing would have already been reported.

Steps to Reproduce:
1.everytime I go to the site

Actual Results:  
The background image moves with the text

Expected Results:  
The background image is supposted to stay fixed while the text moves. The html
code for this setting is recognized in IExplorer.
