The lower scrollbar blinks around. It appears and vanishes all the time.
This happened the first time at http://www.freewebs.com/gdoublee/artists.htm.

resize the page (make smaller) and look at the scrollbar.
It looks like it's the first script on that page doing it.

Whoaaaa. That's freaky. For bonus fun, make the window small, scroll all the way down, then make the window big again and watch the scroll thumb expand and the page content magically reappear.

Reporter, did you ever tell the webmaster about why this was broken and how to fix it?

Given that this happens in all browsers I have available to test, going to close as INVALID.
