In my 8/31 Trunk build, the drop down from the address bar is lacking the
scrollbar that is present in previous builds.

I see this too. Regression between 1.9a1_2005083010 and 1.9a1_2005083019.

No problem on branch, so I think this is a regression from bug 212789.
My guess would be that the scrollbar is too far to the right in the autocomplete
popup.

Why is this dependent on #306990? This is a different problem. Most likely
caused by the autocomplete XBL reproducing significant chunks of the tree XBL
rather than using it straight up. 
This is WFM for me with 2005-10-11 trunk build.
Can anyone still reporoduce?
