NS_FORM_OPTION and NS_FORM_OPTGROUP are defined in nsIFormControl even though neither nsHTMLOptionElement or nsHTMLOptGroupElement implement nsIFormControl. So they are not used anywhere, except for one place in nsGenericHTMLFormElement which is my bad, because they confused me.... and thus the reason for creating this bug. Should we remove them? I'll remove the uses in nsGenericHTMLFormElement in bug 306620.

It's not like its terribly important or takes up any "real" space, but it did manage to confuse me.
