The Bookmarks toolbar, when turned on, causes the webpage to bounce (In other
words, the screen moves down and up about 2 or 3 pixels at 2 bounces a second).
 This only occurs when there are no bookmarks currently added to it.  The
bookmars toolbar, navigation toolbar, or start menu are not affected.  The
status bar gets cut as the page bounces, but it does not move.  The scrollbar is
also affected, but the only part of it that bounces is the arrow.  Turning off
the status bar, navigation toolbar, or tabs do not work. A recent Windows theme
changing program(Theme Manager and DesktopX) was added, which may be the cause
of this problem.

Reproducible: Sometimes

Steps to Reproduce:
1. Turn on all toolbars.  
2. Remove bookmarks from the Bookmarks Toolbar.
3. Choose any particular webpage.
4. If no bouncing occurs, visit this website
http://www.stardock.com/products/winstyles/
and install Theme Manager (along with any other features theme manager may need,
including DesktopX, CurserX, etc).  Choose any theme, or suite (as I have tested
two themes, and both caused a problem).
5. Revisit webpage.  IF this does not work, turn off bookmarks toolbar, visit
another page, then turn it back on.  Repeat as nessessary.
Actual Results:  
After installing a theme, I visited an invisionfree webpage, and the browser
window bounced down and up.  I switched themes, and this seemed to fix it. 
However, after visiting a few other webpages, one particular started the
bouncing over again.

Expected Results:  
Changed the theme design of Windows and all programs run on it (including
Mozilla) with no errors
