print dialog open on one window causes other windows' behave incorrectly

When a print dialog is open in one window, the other windows start behaving weird:
1) The address bar doesn't update itself when switching tabs.
2) The throbber icon isn't animating.

(Perhaps there are more abnormal behaviours)

When returning to the original window and closing the print dialog, one of the
other open windows steals the focus.

Reproducible: Always

Steps to Reproduce:
1. Open two browser windows
2. Browse a website in one window, and two in the second.
3. Open the Print dialog in the first window.
4. Go to the second window, and try switching tabs. Try browsing to new sites.

Actual Results:  
The address bar text does not reflect the current URI of the focused tab
The bug is *not* related to bug 74331, since networking works. You can load new
sites in the second window.

Perhaps the root of the problem is in bug 123913?
