My initial thought with this one is since it affects all "writing" of categories
to make it only change from Special:Categories (which is hardcoded in all
locales) to create and use a new Lang* entity for the page name.

Since "All_Categories" is not the same in all l10n's. (and it will simply
require a slight modification on the backend, with normal fallbacks to the
english in its absense.
This patch will make us "look" for a Category:All_Categories, and produce a
link to it (colored correctly) instead of Special:Categories.

Allows different installed languages to override.

Needs some eyes on it, and some _testing_ before it can be checked in.

This probably won't be fixed, since we're about to switch to Deki Wiki.  However, I'm leaving this here in case for some strange reason that switch doesn't take place.
