306946 - main navigation sidebar on mozilla.org shouldn't link to enter_bug.cgi

The "Report a bug" link in the main navigation bar should link to the front page
of Bugzilla rather than directly to the enter_bug page.  The main reason for
this is it's the only link on most of the pages that sounds anything remotely
like "contact the developers", and many people are extremely put off that they
need to register for an account to leave feedback.  (The enter_bug link goes
directly to a login screen).  The front page of Bugzilla has links to the
support forums and to Hendrix (which is a feedback tool that doesn't need a
login), so that would be the appropriate place to send people.

1. The link is now bloken. I can't figure out what the cause is.
2. The same link is already under "Tools" menu.

Seems to be working now. The template has some hard-to-deduce formatting rules.
