User-Agent:       Mozilla/4.0 (compatible; MSIE 6.0; Windows NT 5.1)
Build Identifier: Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.7.10) 

All dropdown menues are black.  Themes menu is white with some text at the 
bottom.  Tried loading a new version of FireFox, but did not change anything.

Reproducible: Always



Expected Results:  
should have been able to see tool bars

Probably the result of a bad extension. You could try if the same happens in the
safe mode or with a new profile.

Bad theme or extension. This will be fixed if you start in safe mode (properly)
or create a new profile. Note that you use the same profile even when you
uninstall/reinstall Firefox, so that won't have an effect on this.
