When all the windows are hidden, it is impossible to open a new window, the file
menu is highlighted, but nothing happen.

Reproducible: Always

Steps to Reproduce:
1. Hide all the windows
2. Go to File > New Window or use Apple N
3. File highlights, but no window appears
