The wordpress tiger theme is where I found this bug. The scrollbar shows through
an overlapping layer on the botoom

Reproducible: Always

Steps to Reproduce:
1.Scroll so that the iframe scrollbar is under the fixed element
2.scroll the scrollbar of the iframe

Actual Results:  
scrollbar of iframe shows through

Expected Results:  
kept the scrollbar hidden

Definitely a dupe. We see this everywhere, unfortunately.
