In the page at http://www.foo.com/, text in the first column should be fully 
justified -- text should be aligned with both the left and right margins. In 
Mozilla, the text is only left-justified.

I don't suppose it is a bug. The page is not valid according to following

I don't see anything in the code that implies that the text shouldn't be
anything else that left-aligned.

Please also state your build ID and browser (Firefox/SeaMonkey?). You seem to be
using  Internet Explorer and problems with that browser should be reported to
Microsoft... ;)
