New tab opened while loading any tab does not place the text cursor in the URL box

If a new tab is opened, either by Ctrl + t or double clicking on the tab bar,
while any tab is loading, the text cursor is not placed into the URL box.


Reproducible: Always

Steps to Reproduce:
1.Go to a site that takes a little while to load.
2.Click Reload.
3.While it is still loading, hit Ctrl + t.

Actual Results:  
The cursor stays on the page that was being reloaded. If it is before a link,
and you hit Tab + Enter, then it will follow that link on the old tab.

Expected Results:  
It should bring the text cursor along to the new tab, and place it in the URL
box, like it does when you open a new tab while no other tabs are loading.
Tested on the latest nightly build with the same results

So it seems this is a problem that only shows up in the branch (1.0+) builds.

latest trunk/branch builds.
