I'd like to start a Chinese Simplified branch of Devmo, which should be located
at http://developer.mozilla.org/cn/docs/

Reproducible: Always
Another Devmo wiki is needed, presumably under the language code "zh".  This
will likely have character encoding issues to watch for similar to Japanese.

Sorry, ignore the "zh" there.  Follow Ding Deng's request for it to be at "cn",
thanks.

Complete. Also took the chace to write an addWiki.php script... so this should
be nearly painless in the future.
