After startup, Firefox displays a blank tooltip on all of the search icons until
the user hovers over the text input area. Once the icon displays the appropriate
tooltip, changing search plugins before hovering over the input area displays
the previously selected plugin's tooltip.

Reproducible: Always

Steps to Reproduce:
1. Restart Firefox and hover over search icon

or 

1. Change seach plugins
2. Hover over new plugin's icon

Actual Results:  
In the first case, a blank tooltip is displayed.
In the second, the tooltip of the previously selected plugin is displayed.

Expected Results:  
Tooltip for the text input area and icon should be synchronized on startup and
upon changing plugins.
