When I save a html page with national characters in the file name
(for example the internal title of that page with ISO8859-1 characters)
there are no problems in saving.
When I try to open this locally saved file afterwards I get an error message:
File not found

Reproducible: Always

Steps to Reproduce:
1. Open an url and Save Page As with national ISO8859-1 characters in the file name
2. Try to open the locally saved html-File 
3. 

Actual Results:  
Example: http://europa.eu.int/index_de.htm saved as EuropΓ€ische Union.htm
Error Message for this example:
File Not Found
The file /d:/Download/Europ%E4ische Union.html cannot be found. Please check the
location and try again.

Expected Results:  
The locally saved should be opened.


Formerly I was using Mozilla until 
Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.8b2) Gecko/20050629
Mozilla opens that file with no problems and shows as url:
file:///D:/Download/Europ%E4ische%20Union.htm
as well as
Mozilla/5.0 (Windows; U; Windows NT 5.1; de-DE; rv:1.7.10) Gecko/20050717
Firefox/1.0.6
opens that file too
How do you open that file, via doubleclick or File->Open File... (or do both fail)?
Indeed ,there is a difference: 
File / Open File within Seamonkey is working as desired,
doubleclick (or "open with" from Windows) --> file not found.
But with Firefox 1.0.6 or Mozilla 5.0 rv:1.7.10 Gecko/20050717 
all combinations succeed.

New experience:
When I start only Seamonkey "Mail & Newsgroups" Window (and no Navigator window
is active), then double-clicking on a local file like EuropΓ€ische Union.html
works as desired.
But when a Navigator Window is already present, then double-clicking fails! 
Perhaps a duplicate of Bug 312287. Retest after the other bug is fixed with a
new trunk build to see if I am correct.

No problems anymore for me to open a locally saved html file with national characters in its file name, either be double clicking or by explicit file
open within "Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.9a1) Gecko/20051030 SeaMonkey/1.1a."
Seems to be fixed with solution for bug 312287.
